ILOマルチ・バイ協力の現状

日本が1974年から灯し続けているアジアの小さな灯火、それが「ジャパン・マルチ・バイ」という国際協力です。無力な政府、腐敗した官僚、人材不足、財源の減少など数多くの困難のただ中で苦闘しながら、女性の権利拡大、児童労働の撲滅、零細な起業家の育成など、多くの場合ＮＧＯの協力を得ながら、草の根タイプの活動をを続けています。ここではその一端と、主な問題点をご紹介しましょう。

１． ILOに対するマルチ・バイ（Multi-bilateral）協力

ILOの技術協力活動はその８割以上が外部からの委託資金を財源として行われているが、これには拠出国がUNDPに資金提供する方式と、直接ILOに資金提供し特定のプロジェクトの実施を委託する方式がある。この後者がマルチ・バイ協力と呼ばれるものである。日本は1974年以来、女性、労使関係、賃金、労働災害等幅広い分野にわたり、主にアジア地域をターゲットにしたマルチ・バイプロジェクトを支援してきている。

２． プロジェクトの種類

現在進行中のプロジェクトは次の６種類である。（　）内は2004年予算（単位米ドル）。

（１） ILOの「労働における基本的原則と権利に関する宣言」の適用及びそのフォローアップのプロジェクト（Project on the Application of the ILO Declaration on Fundamental Principles and Rights at Work, 通称「宣言」若しくは「Declaration」）（424,721）。
（２） 中国における雇用促進に向けた戦略的アプローチのプロジェクト（Inter-country Project on Strategic Approaches towards Employment Promotion, 通称「PEP-China」）（587,100）。
（３） ベトナムにおける農業部門の労働安全衛生及び労働条件のプロジェクト（Programme on Occupational Safety and Health and Working Conditions in Agriculture in Vietnam, 通称「OSH in Agriculture-Vietnam」）（3年予算で600,000＊）。
（４） カンボジア及びベトナムにおける女性の雇用機会拡大のプロジェクト（Regional Programme for Expansion of Employment Opportunities for Women 、 Cambodia Chapter and Vietnam Chapter, 通称「EEOW, Cambodia Chapter and Vietnam Chapter」）（270,198）。
（５） 日本人技術職員育成プロジェクト( ILO Japanese Technical Officers Programme ) （604,378）。
（６） アジア太平洋技能開発プロジェクト（Asia and Pacific Skill Development Programme,通称「APSDEP」）（130,000）。
この他、JILPTとILO間で、労働関係の研究所及び研究者のネットワーク並びにそれに基づくプロジェクトが進行中である。

３． プロジェクトの実状

以下、具体例としてこのうち２つのプロジェクトについてその進捗状況、成果等を少し詳しく見ていくこととする。

（１） PEP-China

PEPプロジェクトは、アジア太平洋地域の諸国を対象として、①雇用創出と所得確保機会の増大、②その経験を踏まえた政策立案、を目標に、1988年以降、タイ、フィリッピン、パキスタン、バングラデッシュで実施されて成果を上げ、中国では1997年から２段階にわたって展開されている。第一段階（Phase1, 1997-2000年）では、全国23の地方都市に於いて小口金融による自営業育成の方式により、組織的に低所得世帯の小規模企業を促進させ、第二段階（Phase2,　2001-2004年）では、①吉林、張家口及び包頭３市の失業者及びレイオフされた者を対象に小規模企業家を育成と、②自己企業開始（Start Your Business、通称「SYB」）の訓練プログラムの全国的展開、を目指して活動している。

イ． 実施体制

　プロジェクトの実施体制は、中央レベルと地方レベルで整えられた。中央レベルでは、労働社会保障省（Ministry of Labour and Social Security,　通称「MOLSS」）及びILO北京事務所に駐在する３人のPEPスタッフを中心に、労働研究所、国家経済貿易委員会、人民銀行、大蔵省、全国女性連盟などのアドバイザーグループを含むプロジェクト運営委員会及びその作業部会が、地方レベルでは、県労働局を経由して市レベルで中央とほぼ同様のアドバイザーグループを含むプロジェクト指導委員会が設置され、これらによって中央、地方を通じて強力かつ一貫した進行管理が行われた一方、当初予想しなかった、起業家同士の緊密な連携、団体の形成といった、注目に値する、地方独自のイニシアチブによる新たな動きも見られた。

ロ． 成果

　当初、プロジェクトの効果にどちらかと言えば懐疑的だった中央、地方のカウンターパートも、第一段階の具体的な成果を目の当たりにし、一方で国営企業のリストラにより排出される多量のレイオフ労働者に対する効果的な対策の必要から、PEPによって触発されたSYBの動きを、多くの起業チャンスを生み出している中国経済全体の動向にもマッチするものとして、今や全国家的なプロジェクトとして認知しており、中央、地方の行政当局のバックアップの下、今日では本来PEPのカバーする範囲を超え全国的SYB運動として拡大、発展するに至っている。
プロジェクトは、失業者及びレイオフされた者である応募者の中から起業家候補者を選定し、これにSYB訓練を受けさせ、開始する事業を審査してクレジットローンを付与する。事業開始から継続的に相談、助言サービスを行って起業家を支援する、というプロセスで進行する。起業家の選択する事業は、清涼飲料水製造販売、麺類製造、美容院、幼稚園等バライティーに富んでおり、「起業家」の名に相応しい創造性と、近接地域における同業並存を回避し、成功を確実なものにするという明快な指導方針が貫徹されていることを覗わせる。2003年8月における吉林、張家口、包頭各市におけるプロジェクト全体の実績は、以下の通りである。

例えば、包頭の場合、2003年には失業者及びレイオフされた者3,536人の内3173人がこのSYB訓練・起業家育成コースに応募し、内331人が訓練生として認可され、その内265人が実際に起業家として事業を推進し、これら起業家全体で2,918人の労働者を雇用し、年間11,925万元を売り上げ、1,548万元もの純利益を上げている。しかしながら、331名の訓練生中、PEPのみを財源とするものは５名程度に過ぎず、他は中国側（国、省、県、市等）が必要な財源措置を講じているものである。したがって、PEPの成果分析をするに当たってはこの点に注意する必要がある。これは、PEPが、その経験を踏まえた国としての政策の採用を当初の目標の一つに掲げていたことから来る必然的帰結でもある。なお、先に触れたように、包頭において、起業家達が自発的に自分たちの団体を組織し、会報を発行し、資金融通など相互扶助や異業種交流のサービスを始めており、このような動きが将来拡大、充実して行くならば、行政の関与が強い既存の組織とは一味違う展開を見せる可能性が注目される。

（２） EEOW 、Cambodia　Chapter

1995年のコペンハーゲンにおける社会開発サミット及び同年の北京における第４回女性会議を受けてアジア地域における女性の地位、能力の向上の観点から開始されたEEOWは、インドネシア(1997-2001)、ネパール(1997-2002)、タイ(2000-2003)、においてまずまずの結果（このうちネパール、タイは成功、インドネシアは、地方行政機関の非協力とNGOの選択の誤りにより、はかばかしい成果は挙げられなかった。）で終了し、続いてカンボジア（2001-2006）、ベトナムで現在実施されつつある。
カンボジアでは具体的には、①労働の分野で性差別解消に資するプログラム及び施策の立案、実施を担当する政府及び関係機関の改善、強化、②EEOWのパイロット・プログラムを踏まえ、性差別解消の観点をとりいれた貧困削減、女性の良質な雇用及び所得確保手段へのアクセス施策の立案、③女性の社会経済面における能力向上のため、中央、地方行政、NGO、コミュニティーレベルの女性団体等の間での強力なネットワーク作り、を目標にしている。

イ. 実施体制

プログラムの実施体制としては、社会、労働、訓練及び若年リハビリ省（Ministry of Social Affaires, Labour, Vocational Training and Youth Rehabilitation, 通称「MOSALVY」）、及び女性、高齢者省（Ministry of Women and Veteran’s Affaires, 通称「MOWVA」）を中心に関係各省、労使団体、NGO、の他、ILOの現地EEOWスタッフ、ILOバンコクの専門家チーム等で構成される運営委員会が設置されているが、その下に主に技術面の検討を担当する技術省委員会が組織され、外部の専門家に依頼した優先事項に関する報告書等を参考にし、プログラムの実施地域としてプノンペン、カンダハル、タケオ、及びシエムレアップの各地域を選定した。カンボジアでは中央政府の指導力は弱く、地方行政機関も十分機能しているとは言えない状況なので、プログラムの実質的成否は、EEOWの現地スタッフと実際にプログラムを請け負うNGOのリーダーの能力に大きく依存することとなった。
プログラムの実施を請け負った,各地域のNGO及びそれぞれのターゲットグループは次の通りである。

プノンペン市内---Urban Sector Group(USG)、インフォーマル部門の労働者400名
カンダハル---People Association for Development(PAD)、現地の150世帯
タケオ---Association of Farmer Development(AFD)、貧困水準以下の女性130名
シエムレアップ---Angkor Participatory Development Organization(APDO)、貧困水準以下の女性世帯主300名＊

主な活動内容は、手工芸、家畜飼育、簿記、性差別に関する意識教育、協同組合活動の訓練、コミュニティー・ネットワーク形成、小口金融等である。

＊ シエムレアップでAPDの他Inter Union Women Committee(IUWC)もプログラムに参加を認められているが、当初提出した活動計画は、施行能力の点から無理があったため、計画の再提出を求めており2003年12月の時点ではペンディングであった。

ロ. 成果

USG---プノンペンの青空市場内に、７つの女性の零細小売業者のグループを育成し、グループとして市場の責任者との交渉（売り場の位置取りなど）に当たらせるなど、交渉力の強化、資金の融通等の相互支援、ネットワーク形成などを支援、促進。
PAD---コミュニティー内の３ヶ所の村立銀行に120世帯のためのローンを設定。
AFD---手工芸で４グループ、家畜飼育及び野菜栽培で10グループにローンを設定。
APDO---２協同組合内に手工芸の訓練・作業所を開設、訓練、生産、卸、販売、ローンの設定までの一貫した支援。

これらＮＧＯグループは、各々事務所を構え、スタッフや器材を揃え、国際機関や各国のＯＤＡを、年間を通して言わば「仕事」として請け負っており、それがため、複数の異なるファンドのプロジェクトを、時にオーバーラップさせながら、同時進行で進めている場合が多い。家畜の飼育、手工芸の指導などは、名目の異なるプロジェクト、例えば「貧困削減」、「児童労働の排斥」、「ＨＩＶ感染者の社会復帰」等で、第一線においては実質的に同様の形態をとるため、このようなことが可能になるのである。プログラムの成否は、熟練したスタッフの確保に大きく依存しており、それらの熟練者は、より条件の良いＮＧＯにエントリーするため、定着は必ずしも良くない。NGO相互の競争と縄張り争いのような本末転倒の現象さえ見られる場合がある。

４．　ＩＬＯマルチ･バイ協力の諸問題
　
ジャパンファンドがアジア地域を対象とし、アジア太平洋総局に事実上その管理、運営が任されている状況は、アジア太平洋総局の局長が代々日本の厚生労働省からの出向者であったことと無関係ではない。少なくとも一定の時期以降は、アジアにおける日本のプレゼンスを高めつつ、日本人であるアジア太平洋総局長の裁量でアジア諸国に対するILOの支援にメリハリをつるという意味合いがあったのであろう。以下に挙げる問題点には、対応の仕方によっては、このジャパンファンドの性格を変えてしまうことになるものも含まれている。長期的視野に立った慎重な検討が必要である。

（１） ＩＬＯアジア太平洋総局が主導権を持っているためＩＬＯ本部の関心が薄いこと

　　　ジャパン・マル・チバイについては、ＩＬＯ本部にアカウントが設けられ、そこに毎年日本から予算が振り込まれる形を取っているが、運営、管理は事実上アジア太平洋総局がほぼ総てのイニシアチブを握っており、本部は事後報告を受けるに留まっている。したがって、例えばＥＵやＵＳＡＩＤの場合のように、本部がドナーとの折衝、地域からのプロジェクト案の審査を担当しているような場合と異なり、本部としての関与、関心の度合いは低い。つまり、本部にとっては、黙っていても入って来るか金であり、入ってきても自由にならない金なのである。

（２） 対象国政府の中枢機関が関与していないこと

　　プロジェクトの立案過程では、ジャパンファンドのＣＴＡ（Chief Technical Advisor）自身が色々なチャンネルから前もって入手している情報が決め手になることが多く、新規の対象国側からの要請を事前審査する形を取ることは稀である。また、一旦予算について日本政府のＯＫが出ると、ＣＴＡが中心になり、対象国に対するプロジェクトの「売り込み」が開始されるが、そのカウンターパートは労働所管省の中堅官僚である場合が多く、大臣クラスや政府の中枢機関の関与は事後的か形式的である場合が多いく、ために、これら政府の中枢部では熱意も関心も薄く、かつ日本政府が財源を拠出していることについての十分な認識に欠ける。

（３） ＣＴＡを始め日本が丸抱えしている形で行われていること

　　ジャパンファンドのプロジェクトスタッフのコストは、概ねジャパンファンド自体　　　　　　
　　で負担している。ＩＬＯの専門家が関与する場合もあるが、全体としてその比重は小さい。これは、一つにはＩＬＯの専門家にとっては、制約が多い割に額が少なく、かつ主導権を握れないため、他のプロジェクトに比して、自らの実績になり難く、魅力に乏しいということであり、ジャパンファンド側からすれば、片手間に関与するだけで、文句が多く使い難いILO専門家に手伝わせるよりも、コストが安く優秀な現地スタッフを雇う方が効率的であるということである。しかしながら、プロジェクトの内容によっては、専門的な調査、分析の基本的な手法や豊富な経験が必要不可欠の場合（例えば、OSH in Agriculture-Vietnamのように。）もあり、今後に問題を残している。

（４） CTAの仕事が多岐、過重気味であること

　　ジャパンファンドのCTAは、他の一般のCTAと異なり、種類の異なるいくつかのプロジェクトについて、技術面はもとより、総合的な管理、運営など多岐にわたる複雑な業務を一人でこなさなければならず、多忙かつ責任重大である。また、プロジェクトのサイトが各国にわたるため、勢い出張が多くなる。一方で、厚労省からの出向者であるCTA以外は、日本政府との、ことに予算関連の折衝は困難で、これにはCTA自らが当らざるをえない。かつては、ジャパンファンド事務局担当として一人、PEPにはCTAが一人、またEEOWにはJICA専門家として担当者一人日本人が配置されていたが、現在は、いずれも廃止されており、CTAの勤務は文字通り、オールラウンドな能力を必要とする激務になっている。

（５） 一律な基準による効果測定は困難であること

　　何を以ってプロジェクトの効果を測定し、評価するかはＯＤＡ一般に当てはまる古くて新しい難問である。しかしながらここでは、日本のＯＤＡ一般、ジャパンファンドの目標及びその効果の一般的な測定方法については触れない。個々のプロジェクトはそれが企画、実施された時点でジャパンファンドの目標に適ったものであるはずである。したがって、個々のプロジェクトの成果の測定は、その当初の具体的な目標をどの程度達成したかというより具体的な観点から行われるべきものである。プロジェクトの目標は数値化できるものは比較的少ない。ＰＥＰ，ＥＥＯＷ双方に見られる「施策の採用」などはその例である。数値化できるものでも、ＰＥＰの「起業家数」のように、どこまでがジャパンファンド固有のものかが判定しにくいケースもある。プロジェクト終了後に如何にそれが根付いていくかをも考慮に入れると、むしろプロジェクトの終了後にこそ測定すべき対象がある場合もある。結局、プロジェクトの効果測定は、その当初目標の達成度合いを中心に、総合的かつ弾力的に判断する他は無い。

（６） 他のファンドやプロジェクトと結合して実施される場合が多いこと

　　ドナーの中には他のドナーのプロジェクトとの統合や相互補完的な運用を嫌うものもあるが、これは一つには現場の状況に無理解であることを示すものに他ならない。ＯＤＡの対象は基本的には人々であるが、ドナーは結局その国に代わって人々の生活に全責任を負うことはできない。一つのプロジェクトが成しうることには限界があるのであって、その限界を超える部分に他のプロジェクトなり国家の手が差し伸べられることはむしろ原則的に歓迎すべきである。

（７）予算額が少なく、十分なスタッフを抱えられないこと

　　（３）に触れたように、ジャパンファンドのスタッフのコストはファンドのプロジェクトのコストの中で賄われている。日本政府はスタッフの人件費コストの上昇に基本的に好意的ではない。あまつさえ、ジャパンファンド全体として予算は減少傾向にあり、国連機関が連動して行われる賃上げ、グレードアップ等についてＩＬＯの職員並みの処遇の改善を確保することが困難である。他のドナーの場合、これらの点でＩＬＯの通常の職員並みの処遇の維持に理解を示すところが多い。このため、優秀な者ほど、このような処遇の差から、一旦ジャパンファンドに雇用されても、機会があればすぐ他に移ってしまうのが現状である。

（８）ＪＩＣＡ始め他の日本政府のＯＤＡとの連携がとれないこと

　　日本のＯＤＡが色々なチャンネルを通じて成されることはそれなりの理由があることであろう。しかしながら、異なるチャンネルを通じているが故に、遺憾ながら相互連携が乏しく、ためにその効果が減殺されている場合が多く見られる。あまつさえ、最近の政府の方針変更により、マルチでのＯＤＡを極力減少させることとなり、バイのＯＤＡの実施についても、マルチの機関の関与が出来難くなっている。例えば、アジア諸国に対する「人造り」プロジェクトについて、ＩＬＯのような国際機関は、知識、経験と豊富な専門家を多く抱えているが、ＪＩＣＡのＯＤＡは最近ではＩＬＯの参加を歓迎しない（かつてはＥＥＯＷに厚労省からの出向者がＪＩＣＡ経由で派遣されていた）。ジャパン･マルチ･バイが、今後東チモール、ＰＮＧ，ラオス、ミャンマー、アフガニスタン、イラン等の地域で活動する場合、ＪＩＣＡのプロジェクトと緊密な連携を取り、ＪＩＣＡ側もＩＬＯの関与を歓迎する環境が形成出来るならば、それによる一層高い相乗効果が期待できよう。

（９）末端では多くのＮＧＯに依存している実態が十分理解されていないこと

　　　まずもって、これまで日本政府の高官が、ジャパンファンドのプロジェクトの実態を自らの目で確認したことは稀である。したがって、多くの、特に「草の根」タイプのプロジェクトがほぼ例外なく、その最先端の活動を如何にＮＧＯに依存しているかを知らないことが多い。このようなＮＧＯから見れば、目の前に問題を抱える人々がおり、自分達が彼等のために、危険で不快な条件下で汗水たらして働いているのに、ドナーはそのことに関心は乏しく、理解を超える理屈で、問題を残したまま２，３年でプロジェクトを打ち切ってしまう、という印象を持っている。
　　　ODAという活動が、目的意識や価値観の異なる多くの当事者を巻き込みながら推進されて行くものであることは当然であるが、当事者全体の意思疎通を良くし、当初から基本方針の理解の徹底と、現場からの声の汲み上げにより、場合によりプロジェクトの期間や内容をある程度柔軟に変更させて行く裁量が必要とされるところである。

Summary of Current Projects Conducted under
ILO/Japan Multi-bilateral Programme

1. ILO/Japan Project on the Application of the ILO Declaration on Fundamental Principles and Rights at Work and its Follow-Up

The ILO/Japan Asian Regional Seminar on the Application of the ILO Declaration on Fundamental Principles and Rights at Work and its Follow-Up was held in Bangkok, Thailand on 19-20 May 2004. The seminar was attended by workers’ employers’ and government representatives from 26 countries and 2 special administrative regions with a view to calling upon member States to respect, promote and realize a set of fundamental principles and rights at work. The seminar focused on various forms of discrimination, with poverty at the heart of its concern. The results and effectiveness of ILO assistance with regard to discriminatory practices were also discussed with the focus on future ILO technical cooperation in the field of discrimination. Through the two-day regional seminar, the participants had the opportunity to recommit themselves to the promotion and protection of core labour standards in each of their countries.

Under the recommendations and guidance of the ILO specialists in charge and the agreement from the donor, this project will now consist of the following four components to meet the regional, sub-regional and in-country demands:

1. Sub-regional Seminar on the Application of the ILO Declaration on Fundamental Principles and Rights at Work and its Follow-up
2. Launch Labour Law Project Phase II
3. East Asian Industrial Relations Experts Network for Industrial Relations Innovation
4. Promotion of National Plan of Action for Decent Work

The four components of this project are expected to:

- Increase understanding of and refreshed commitment to the ILO Declaration on Fundamental Principles and Rights at Work by member states.
- Increase collaboration between the member states in regard to the protection and promotion of workers’ rights.
- Increase number of the member states to come up with the national plan of action for Decent Work and its implementation.
- Enhance support system in academes, experts and practitioners.

2. ILO/Japan Inter-Country Project on Strategic Approaches Toward Employment Promotion (PEP) in China

This is a regional project aiming at assisting the labour ministries of recipient countries in developing employment creation schemes for un/under-employed people in China in partnership with China’s Ministry of Labour and Social Security (MOLSS) and provincial and local labour bureaus. The first phase of this project was carried out in rural areas in 1997 and the second phase is being implemented in urban areas since 2001. The current phase (second phase) aims to create jobs for laid-off and unemployed workers through development of small businesses by providing (1) “Start Your Business” (SYB) training in entrepreneurship, (2) credit guarantee funds (CGF) plus small loans and (3) follow-up technical support.

The three pilot cities, namely Zhangjiakou in Hebei Province, Baotou in Inner Mongolia and Jilin in Jilin Province, more laid-off/unemployed workers, who had very strong willingness to set up or improve their businesses, participated in the SYB training workshops. The linkage between SYB training and CGF-small loan was strengthened.

At the national level, with the cooperation from the MOLSS, the SYB was promoted to all around the country except Tibet. More than forty cities organized SYB training workshops for around 30,000 laid-off and unemployed workers. SYB was well known in this country. The project paved the way to develop a new SIYB Project for China. Based on the practice and trial results of the SYB developed by the PEP, the ILO and MOLSS decided to develop SIYB China Project to support Chinese government to meet the increasing demands of the SYB and tackle the serious unemployment issue by developing micro-small business.

The project addressed the institutional capacity building. The project operation manual was drafted and used to train the project staff who are in charge of the management, SYB training, CGF and small loan of the project at local and central level. Through the training, the staff’s capacity was considerably strengthened.

For reviewing the achievements of the PEP and improve the project implementation, a mid-term evaluation has been undertaken by a mid-term mission consisted of the donor’s representatives, the ILO officials and experts, the MOLSS officials and an independent international consultant. The primary draft of the mid-term evaluation report prepared by the consultant was completed by the end of January 2004.

Due to the successful implementation of this project and the needs to replicate this project to other parts of China, three additional pilot cities, namely Shijiachaung in Hebei Province, Tongliao in Inner Mongolia and Changchun in Jilin Province in July 2004.

Feedback from participants indicated that SYB is an excellent training programme for which there is enormous demand in the country. It was, they said, simple, systematic and practical-concentrated yet readily understandable.

3. ILO/Japan Multi-Bilateral Programme On Occupational Safety and Health (OSH) and Working Conditions in Agriculture in Vietnam

The fundamental development problem with which this project seeks to address is the practical and sustainable method to improve farmers’ quality of life and working conditions using local wisdom and initiatives. Launched in July 2004, this project combines the scope of gender equality and acknowledges the participatory steps for improvement actions in multiple needs of local farmers. It also encourages farmers to take more assertive roles in improving safety and well-being at the workplace in a self-help manner.

Many of safety and health improvements in materials handling, work stations, machine safety, physical environment and welfare facilities can be done without high investment costs using locally available resources and materials. Consequently, the project will strengthen the farmers’ initiative to take practical actions which can enhance safe, healthy and productive working environments.

Development of clear national policy and strategies to support the grass root level actions is another development problem that the project addresses. Referring to the ILO Safety and Health in Agriculture Convention (No. 184), Vietnam has been preparing the issuance of Government Decree from the Prime Minister to reinforce OSH in agriculture. This project thus helps Vietnam to establish national OSH frameworks and strategies.

The direct beneficiaries will be farmers who are facing OSH risks at the grass-root work places. The indirect beneficiaries will cover all institutions, agencies, organisations in both state and private sectors of different levels from the national to the grass root community.

Three pilot cities, (1) Ha Nam Province from the northern region, (2) Nghe An Province from the central and (3) Cantho City and Hau Giang Province from the south are selected to implement the activities.

Expected outputs and outcomes of the project

1. Strengthened national policy and legislative frameworks to support farmers’ initiative in improving safety, health and working conditions.
2. Established sustainable support mechanisms to the self-help initiative of local farmers in improving safety, health and working conditions.
3. Local farmers in the project provinces will gain knowledge and improve their capacities to continuously improve safety, health and working conditions in agriculture.

4. ILO/Japan Regional Programme for Expansion of Employment Opportunities for Women (EEOW), Cambodia and Vietnam Chapter

The EEOW (Cambodia and Vietnam Chapters) aims to contribute to the national efforts to alleviate poverty and promote opportunities and conducive environment for quality employment for rural women, as well as to elevate the social and economic status of women workers and their families in society.

Objectives:
1. To strengthen the institutional capacity of relevant government and non-government organizations in designing, implementing, and coordinating policies and programmes to promote gender equality in the world of work.
2. To develop gender-sensitive policy to alleviate poverty and to enhance women’s access to quality employment and earning capacity by integrating good practices and lessons learned from EEOW pilot activities
3. To strengthen networks of central and provincial governments, NGOs, and community-based women’s groups capable of implementing strategies towards social and economic empowerment of women

5. ILO Japanese Technical Officers Programme

The Programme combines the technical expertise of the ILO Multi-disciplinary Advisory Teams with financial support from the Government of Japan to carry out technical cooperation projects to provide assistance to the Office’s on-going technical cooperation activities. The Programme will increase the level of technical knowledge and experience of selected Japanese Technical Officers to develop their expertise in the labour field, their capabilities in the delivery of technical cooperation and their competence in communication in multi-lingual environments.

A wide range of specialists with technical cooperation experience at the field level is essential for the success of the Programme. Trained Japanese Technical Officers will increase the visibility of the donor in the region.

Activities

The Programme is carried out over twelve months under the responsibility of RO-Bangkok. Selected persons are assigned to RO-Bangkok or Subregional Offices in the Asia and Pacific region in on-going projects under the supervision of CTAs, or in other on-going activities under the supervision of senior technical specialists.

The Programme provides the selected persons with experience in project management. The expertise of the persons in respective technical areas will be enhanced through day-to-day work which may include, inter alia, the organisation of seminars, the procurement of material and the engagement of specialists.
